I actually haven't decided whether Carl was higher rank than Jack, though if Carl was higher rank, he probably would have been coordinating people. Still, it even works if Jack is a step lower in rank than Carl. :D

LOL I do have another Jack-Carl fic that is unfinished at the moment. Patience, girl. :D
